► StimUwaste
A
noun invented by me, John Brown. It means money BORROWED (from
China) and then spent on things that did nothing to CREATE jobs for
Americans, or spent on frivolous things and pork marks. Another
name for Democrats, how about Spend-O-Crats?
This list is
so you have many good reasons to fire everyone
from
both/all parties that voted for the StimUwaste pork
package. ================================================= #11-#20

Research to Investigate and Document Social Impacts of High-Stakes
Litigation Resolution in a Renewable Resource Community. The goal of
this project is to understand how the 2008 Supreme Court decision
(Exxon v. Baker) and subsequent disbursement of punitive damage
awards affects communities, groups, and individuals that experienced
the 1989 Exxon Valdez disaster. This study will advance concepts and
theories related to natural and human-caused disasters and will
provide information for developing strategies that increase
community resilience to resource losses, diminished social capital,
adversarial litigation processes, and long-term patterns of
collective trauma associated with disasters. Clarification

UNIVERSITY This award
provides support for a program using electromagnetic probes to study
hadronic matter on a fundatmental level at the Thomas Jefferson
National Accelerator Facility. Although the group recently formed at
Idaho State University, each of the senior level participants has a
history of intense involvement in the Jefferson Lab physics program.
National Science Foundation support will allow graduate students to
complete their Ph.D. degrees with our current physics program and
facilitate the construction of equipment for the 12 GeV JLab
upgrade. The group is focused on three fundatmental experiments. The
Qweak experiment will utilize parity violating electron scattering
to measure the weak mixing angle. This measurement represents a
stringent test of the Standard Model, or alternatively, a search for
new physics beyond the Standard Model. Led by Dr. Tony Forest, ISU's
contribution to the Qweak program includes a major instrumentation
component, namely, the Region 1 detector and the front end
electronics. Dr. Phil Cole is focusing on comprehensive measurements
of vector meson and hyperon photoproduction utilizing linearly
polarized photons to improve our understanding of the underlying
symmetry of the quark degrees of freedom in the nucleon, the nature
of the parity exchange between the incident photon and the target
nucleon, and the mechanism of associated strangeness production in
electromagnetic reactions. Dr. Dan Dale is a spokesperson for the
PrimEx Collaboration which seeks to perform a high precision
measurement of the neutral ion lifetime as a test of the chiral
anomaly in QCD, along with different approaches to corrections to
the anomaly. Using photoproduction in the Coulomb field of a
nucleus, this measurement will provide a stringent test of the
predictions of quantum chromodynamics in the confinement scale
regime. With a view toward the furure upgrade of the Jefferson Lab
accelerator, the ISU group is proposing to built the Region 1 drift
chambers at ISU for the Hall-B 12 GeV program. Clean room facilities
are currently being designed at ISU for this effort. Clarification

UNIVERSITY A major goal
of the Arctic System Science (ARCSS) Program is to understand the
variability of the Arctic system and the feedbacks that lead to
pronounced system changes, such as those that are currently taking
place. Rapid changes in the Arctic climate system that occurred in
the relatively recent past can be compared with the output of
climate models to improve the understanding of the processess
responsible for nonlinear system change. In particular, this study
focuses on the transition between the Holocene thermal maximum (HTM)
and the onset of Neoglaciation, and on the step-like changes that
occurred subsequently during the late Holocene. The millennial-scale
cooling trend that followed the HTM coincides with the decrease in
Northern Hemisphere summer isolation driven by slow changes in
Earth's orbit. Despite the nearly linear forcing, the transition
from the HTM to the Little Ice Age (1500-1900 AD) was neither
gradual nor uniform. To understand how feedbacks and perturbations
result in rapid changes, a geographically distributed network of
proxy climate records is proposed to study the spatial and temporal
patterns of change, and to quantify the magnitude of change during
these transitions. Clarification
