Forgone Revenue


You know what I hate, lawyers that lie, what a coincidence, they are elected members of Congress!


I have seen on TV many elected members such as Barney Frank and Obama disparage the United States Postal Service as a government service that is not run correctly. It is suppose to be independent. What they have forgotten to mention, the real problem is the US Congress has borrowed almost $1,000,000,000 from the Postal Service and never paid it back!


I first heard of this term back in the early 1990s when Post Master General Marvin Runyon quit the TVA to join the USPS. He complained bitterly about the "forgone revenue", which is how I found out about it since I was doing bulk mailing.


What is even worse is part of the "for profit" bulk mailing is used to subside the rates of the non-profits even further.


You can look all the variations up on Wiki, to sum it up for this article, Congress gives free mailing to non-profits it chooses, which of course just happen to promote Congress's agenda.


How about requesting an audit of the USPS and see how much free mail ACORN received, that Obama knew nothing about when he derided the USPS?


I am pretty sure in the late 1990s Congress borrowed money from the USPS to prop up Social Security directly, but, mention of it has been eliminated and I can not longer find the link. It is hinted at in the following letter.


When you hear some talking head say Clinton had a balanced budget and a surplus, know they forgot to include the money borrowed from the USPS they never paid back in the 1990s!


I have only been complaining about this for almost 20 years. Why should I be bitter and angry when we borrow money from the USPS, then borrow money from China which our grand children have to pay back, to pay back the USPS, for things Congress gives away free to their cronies. So, when Obama is on TV saying something idiotic such as they will save $100 million dollars by printing on both sides of the paper and we have members in Congress sitting around the table at the Blair House on Feb 25th 2010 talking about savings and violating your rights by making enrollment in Obama Care mandatory, know what liars they really are. Then come Nov. ask your local quisling that voted for the Stimulus to explain "forgone" revenue to you.

Dear Chairman Obey


This letter is to support the United States Postal Service's (the Postal Service) request for the restoration of $29 million in revenue forgone reimbursement to the Fiscal Year 2008 Financial Services and General Government Appropriations Bill.


Since the implementation of the Postal Reorganization Act of 1970, Congress has provided an appropriation to the Postal Service to compensate if for the revenues it would have collected if it had charged full postage to groups Congress has chosen to subsidize.


The Postal Service was not expected to provide social services or subsidies for these congressionally chosen groups.


These favored types of mail included reduced risk bulk mailings sent by qualified non-profit organizations, national and state political pal1ies, in-country mailings of local newspapers, free mailing for blind persons, and overseas absentee ballots.


It is and has been Congresses responsibility to provide appropriate specific funds for any subsidies, and to compensate the Postal Service for any revenues that it would normally be entitle to for providing this valuable service. The annual payment of$29 million that Congress pays every year is for past debts accumulated by the Postal Service in the 1990s.


Failure to fund this authorized appropriation places the remaining debt of more than $800 million at risk of nonpayment, which would significantly increase postal costs. As the Postal Service works to address its long-term obligations in a responsible manner, it is counter productive to increase those costs through nonpayment of a debt. The failure to provide funds for these services over time will require the Postal Service to record these obligations as a bad debt and will unfairly transfer these cost to postage rate payers.


We request that the Committee on Appropriations and the Subcommittee on Financial Services and General Government restore the $29 million in revenue forgone reimbursement to the Fiscal Year 2008 Financial Services and General Government Appropriations bill. Sincerely
